
Prime Minister at a meeting of Association of Ukrainian Cities: Let's build a strong country together
Strong regions influence
the formation of the strong country, due to the fact that through a decentralization
reform they have obtained significant administrative and financial powers and
now have to learn to effectively use and multiply this resource to promote the
development of the regional economy and the state's economy. Prime Minister of
Ukraine Volodymyr Groysman said during a meeting with the leaders and members
of the Association of Ukrainian Cities.
"We have
adopted a number of important decisions that allowed transferring part of the
state resource to the regions. We are now paving the way of balancing expenditures,
incomes and powers," said Volodymyr Groysman.
He noted that new kindergartens, insulated schools, restored roads, etc. are all appear the proof of the effectiveness of decentralization. Most regional projects that have been remaining on paper due to the lack of funding for years are being rolled out.
However, expenses
must be offset by revenues. There are two ways to multiply them - either to
borrow resources, or to work out a possibility of opening up new production
facilities, creating new jobs, and thus increasing revenues obtained from tax,
first of all, PIT with 60% of the funds filling local budgets. This is the most
appropriate way, because it allows for effective introduction of initiatives on
reforming education, healthcare, energy efficiency, road construction, and also
solving problems accumulated over the past years, among which are the repayment of communal debts, the organization of
privileged transportation of citizens, etc.
"Let's build
a serious, strong, comfortable country together. It's impossible to do this without
local government. We are partners and I am interested in your success. Your
success means success of our State," stressed Volodymyr Groysman.
