The Government
has drafted a bill that allows the use of funds directed at capital
expenditures and strategic projects with the transition to the next year. This
was stated by Vice Prime Minister/ Minister of Regional Development,
Construction, Housing and Utilities of Ukraine Hennadii
Zubko at A Question Time for the Government.
"This is an issue of setting up a special fund that can be filled with extending of the resource to be spent next year, which will reduce the burden on state budget expenditures at the end of year and will enable to fulfill the work during two budget periods," noted Hennadii Zubko.
Moreover, the
Vice Prime Minister emphasized the annual state support for the consolidated
territorial communities (CC) and regional development had been raised. "We
were starting with UAH 3 billion in the State Regional Development Fund and UAH
1 billion in subventions for the CC. This year, the aforesaid sums have grown
to UAH 3.5 billion and UAH 1.5 billion respectively. It is crucial to ensure those
funds are not spent for accrued expenditures, wages and maintenance, but for
the development and implementation of projects in communities. Therefore, the
requirements of those regulations adopted by the Cabinet of Ministers on the
basis of the budget-2017 are to direct these funds directly to the development budgets",
summed up Hennadii Zubko.
