The joint work of public
and international organizations, the Petro Poroshenko Charity Foundation allows to talk
about tangible results in the
direction of the introduction of inclusive education.
Today, society needs a new quality
of services in education, health
care, social and administrative services, and this
is exactly what the decentralization
reform offers. This statement was issued by
Vice Prime Minister/ Minister for Regional Development,
Construction, Housing and Utilities of
Ukraine Hennadii Zubko during the
signing of the Memorandum on the joint
implementation of inclusive education projects
with Maryna Poroshenko.
According to the Vice Prime Minister,
the new quality
of services and the introduction
of European standards - these are the things
that are specifically envisaged by the reform.
Even now, everyone can witness
qualitative changes: the reform of
the Ukrainian school is being
implemented, a new educational space is being created,
and inclusive classes for children
with special needs are being
opened.
«The legislative
framework has already been shaped
for the introduction
of inclusive learning environment. The Ministry of
Education and Science of Ukraine
has submitted normative acts to the Government,
some of which
will be introduced
this year. The sum worth
500 million hryvnias is included in the
state budget for inclusive education»,
asserted Hennadii Zubko.
«The signed
Memorandum first and foremost is
aimed to provide methodological and technical assistance for the creation
of media libraries, resource rooms and centers.
But we are
ready to go further - to
develop state construction norms, which should become
mandatory in establishing inclusive educational environment for children with
special needs. After all, every
child should have an access
to any educational
institution», stressed the Vice Prime
Minister.
Apart from that,
Hennadii Zubko emphasized the Ministry of
Regional Development engages in work aimed to
ensure accessibility,
barrier-free and unhindered
access to social facilities, including educational institutions. Practical recommendations for creating a new educational environment have already been
prepared. This concerns the creation
of media libraries, new approaches to staff
recruitment and training design of premises,
etc. Experts of the said
Ministry are currently working out recommendations for the establishment
of resource centers.
