Recruitment competitions to directorates to be announced in September, claims Hennadii Zubko
The Ministry of Regional Development, Construction, Housing and
Utilities of Ukraine was the first state authority
that started to establish special directorates within the framework of a pilot
project on the civil service reform. Recruitment competitions to directorates
will be announced starting already from September. This was announced by Vice
Prime Minister/ Minister of Regional Development, Construction, Housing and
Utilities of Ukraine Hennadii Zubko.
According to him, having carried out a financial audit the said Ministry
evaluated the effectiveness of the existing structural units, identified ways
to reorganize them as well as worked out draft staffing structure and new
functional responsibilities of employees.

emphasized that this year, the first five directorates will be established: on
regional development, on introduction of regional development policy, on local
governance, on energy efficiency as well as on strategic planning and European
integration. «The creation of directorates is another crucial step towards
reforming the Ministry. At that, we have already switched in the Ministry of
Regional Development, Construction, Housing and Utilities of Ukraine to project
management and strategic planning, identified key staff members who directly
implement our reforms, inter alia decentralization, energy efficiency and
deregulation in construction and introduced a grading system based on key
performance indicators. The directorates will become the engine of
administrative reform in the Ministry where “agents of change” will work», the
Vice Prime Minister underlined.
