Volodymyr Groysman: All services must be distant. The practice when person goes to get some reference should become history

Prime Minister of Ukraine Volodymyr Groysman held a meeting with representatives of mobile operators on the introduction of Mobile ID – an alternative electronic identity service.

The participants of the meeting discussed prospects of launching technologies in Ukraine and necessary legislative decisions. Representatives of mobile operators presented results of a pilot project to introduce Mobile ID authentication service.

"ID service has to provide distant communications, transparency and efficiency whatever it concerns– bank, hospital, education, social assistance, public service – land, building, or something else. A person has to get using his mobile phone a possibility to order and receive any public service without any contact with officials. This is a huge achievement, including fight against bribery," said Volodymyr Groysman.

"In fact, I believe that every [service – ed.] should be distant. The practice when a person goes to get some references should become history", stressed the Prime Minister.

According to him, Ukraine has huge prospects for the development and introducing electronic technology that would let people get high quality services.

"We must create necessary services for people to minimize contacts with officials. Actually, every single service - public, administrative, commercial – is vital to be provided as fast as possible, distantly and efficiently," said the Head of the Government in the beginning of the meeting.

In this regard, the Prime Minister reminded that the Government had launched an electronic system of public procurement ProZorro, opening of public registries, ID cards instead of passports.

Volodymyr Groysman also stressed the need to provide legal support both at the level of legislation and governmental decisions to create legal opportunities for the implementation of solutions and development of new technologies.

In this context, he assured of the readiness of the Government to form a package of necessary legislative initiatives, which will “enable companies to launch mobile identification, which is key for the development of further products.”

He also urged all mobile operators to establish an identical system that will be equally understood in functioning among all the users.

Separately, Prime Minister raised at the meeting a question asked by students of the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute" about the prospects for the introduction of 3G technology in the Kyiv metro. It was agreed that mobile operators would consider the feasibility of such innovation and will report about results on Thursday.

The meeting was attended by heads of leading Ukrainian mobile operators Kyivstar, MTS Ukraine (Vodafone), Lifecell, the management of the State Agency for e-Governance, State Service of Special Communication and Information Protection, National Commission for the State Regulation of Communications and Informatization, representatives of the Ministry of Justice, Ministry of Economic Development and Trade of Ukraine.
