The automated “single window” system initiated by the
Ministry of Finance was launched at the Ukrainian customs on August 1. The
first 100 days have passed since the start of the information exchange based
on the “single window” principle at the customs clearance and border
points.
The system in figures
The analysis of the first 100 days of the single-window
system demonstrates a positive trend. In the first month after the start of the
system it was used by companies in 0.4% of the cases only, but in October and
November (as of today) this value reached 8.9% and 10.3% respectively. More
than 22 thousand checks have been performed by means of the single-window
system since its launch.
The leaders in the number of customs clearance transactions (share in %) based on the single-window principle are customs offices in Luhansk, Cherkasy, Chernivtsi and Donetsk regions (more than 30% in October, i.e. one in three customs declarations was processed by controlling authorities in electronic form using the single-window system). In absolute figures the leaders are customs offices in Kyiv (4586), Dnipropetrovsk (2393) and Zhytomyr (1949) regions.
What’s next?
The Ministry of Finance permanently monitors the operation of the single-window system and gradually increases options for business to apply this system for simplified customs clearance.
In the end of October the Ministry of Finance increased the number of points where this system is applied from 192 to 206, i.e. 14 new customs clearance points with this system were established. Also, the number of border points equipped with devices for the automated control of radioactive substances and nuclear materials was increased from 47 to 54.
What does it deliver?
• The new system speeds up foreign trade transactions – now the authorities only have 4 hours to decide on the respective type of control. If the decision is still pending in 4 hours, the principle of “consent by default” is applied, i.e. the system creates an input about the successful completion of this type of control;
• The new system reduces costs for business – companies now can initiate the start of the control by authorities other than the customs prior to the arrival of their goods to the respective customs office;
• The new system reduces corruption – now business can communicate with the authorities in electronic form;
• The new system ensures the effective distribution of resources – now shipments are examined simultaneously by all controlling authorities.
