Hennadii Zubko: Regional Development Ministry transfers some powers to SROs
Henceforth, attestation
of technical supervision engineers, design engineers and experts will be
carried out by self-regulatory organizations. This was announced by Vice Prime
Minister - Minister of Regional Development, Construction, Housing and
Utilities Hennadii Zubko,
who signed corresponding orders.
According to Hennadii Zubko, it is an evolutionary step in terms of deregulation,
which only underscores the effectiveness of the reforms performed by the
Ministry. "This step is the implementation of the Coalition Agreement,
which provides, in particular, the transition from administrative control to the
support of business," the official noted.
According to the
Vice Prime Minister, the authority will be delegated to SROs for one year.
"It's kind of a pilot project, whose purpose is to test the public and expert
community's ability to address issues of industry’s development without the
active participation of the state", Hennadii Zubko said.
Hennadii Zubko reminded that in June 2014 the state approved the
procedure for registration of self-regulatory organizations in the field of
architecture. "We clearly understand the needs of business, and therefore
introduce effective mechanisms for its development, particularly in the
construction industry. Transferring of certain powers to the professional community
means deregulation of this area. Not officials, but namely the professional
communities have the right and are able to provide the high quality standards
of their work," Hennadii Zubko stated.
Also, according to the official, this reform is a logical continuation of the decentralization and the movement of Ukraine to European living standards.
