The issue of IDPs, whose employment histories remained in the ATO area, should be urgently resolved
Within three days to
make proposals for settlement of the issue of citizens listed
as working in the ATO area, while in fact have moved to
other regions and are unemployed, Vice Prime Minister
of Ukraine - Minister of
Regional Development, Construction, Housing and Utilities Volodymyr Groysman
instructed relevant executive authority during
the session of the interdepartmental staff
concerning issues on the priority needs
of internally displaced persons.
"This problem exists, these citizens
cannot receive monthly allowances to
cover living expenses as temporarily unemployed," Volodymyr Groysman
noted.
Moreover, the Vice-Prime Minister ordered
to develop a mechanism for the coordination of
humanitarian and financial assistance coming to Ukraine from
international partners.
He also instructed to
develop rules and living conditions of
citizens in transit points in
Dnipropetrivsk, Kharkiv
and Zaporizhia regions to
be equipped with houses for
temporary accommodation provided to Ukraine within
the framework of assistance by the Government of the Federal Republic
of Germany.
“All social benefits, including rent, and other
assistance will be implemented only in those areas controlled
by the Ukrainian authorities,” Volodymyr Groysman underlined.
According to available information of the State Emergency Services as of October 15, 2014, 367515 people have been relocated to other regions from the ATO area.
