Gov't approved propositions to the NSDC regarding personal sanctions as result of Russian aggression
At its meeting on Thursday,
September 11, the Cabinet of Ministers of Ukraine approved the proposals to the
National Defense and Security Council with regard to the
personal sanctions in connection with the aggression of the Russian Federation
against Ukraine in the military, economic, energy and information planes,
illegal occupation of certain territory of Ukraine, promoting terrorist
activities on the territory of Ukraine, violation of the rights and freedoms of
Ukrainian citizens, interests of the society and the state.
The Law of Ukraine On Sanctions comes in effect on September 12.

The proposition of
the Government include the following: - ban to enter the
territory of Ukraine for the citizens of the Russian Federation and other
states that have supported military aggression towards Ukraine, terrorism and
occupation of a certain part of Ukraine’s territory; - blocking of
assets of juridical persons who have supported military aggression against
Ukraine, terrorism and occupation of a certain part of Ukraine’s territory; - ban to withdraw from
Ukraine the funds for legal entities that are residents of the Russian
Federation, being the state property, and juridical persons, the share capital
of whom is owned by the Russian Federation, who have supported the military
aggression against Ukraine, terrorism and occupation of Ukraine’s territory; - termination of issuing
permits, licences for the importation into Ukraine from the Russian
Federation of Ukraine’s national currency banknotes; - prohibition of
public procurement of goods, works and services from legal entities - residents
of the Russian Federation, being the state property, and those legal
entities, whose share capital is the property of the Russian Federation, and
other entities engaged in the sale of goods, works and services originating
from the Russian Federation, except for the cases when it is impossible to
replace such goods, works and services by others, as confirmed by the Ministry
of Economic Development; - ban to participate
in privatization, concluding new contracts on lease of state property of
Ukraine for the residents of the Russian Federation and persons who are
either directly or indirectly controlled by residents of the Russian
Federation or act on their behalf; - introduction of
additional measures in the areas of environmental, sanitary, phytosanitary
and veterinary control of food products, light industry products, cosmetics
and household chemicals originating from the Russian Federation; - ban to hand over technologies,
rights on objects of intellectual property to the residents of the Russian
Federation and persons who are either directly or indirectly controlled by
residents of the Russian Federation or act on their behalf. By now Ukraine has
banned the transit via the territory of Ukraine of weapons and machinery of
the Russian production and export to the Russian Federation
of military goods and dual purpose goods intended for the manufacture and
repair of weapons and military equipment, in the interests of the armed
forces and other military formations of the Russian Federation. The Government has suggested considering
these provisions as a separate kind of sanctions. The Government's
propositions are submitted to the NSDC in order to take the final decision. It
is enacted with the decree of the President of Ukraine. |
