European Commission report: Chapters “Intellectual Property Law”, “Right of Establishment and Freedom to Provide Services”, “Enterprise and Industrial Policy”, “Consumer and Health Protection”


The European Commission has released the Report on Ukraine within the framework of the 2025 EU Enlargement Package. Ukraine has received the highest assessments in three years and confirmed readiness to open negotiating clusters.

In particular, progress has been made in the following areas:

Intellectual Property Law:

  • A package of draft laws has been prepared in the fields of copyright, trademarks, inventions, and trade secrets.
  • The first stage of integrating Ukrainian trademarks into the European TMview system has been implemented, and the rules for submitting applications and conducting examinations of intellectual property objects have been updated.

Result: This brings the Ukrainian IP system closer to EU practices, strengthening protection for authors, inventors, and businesses.

Right of Establishment and Freedom to Provide Services:

  • A draft law “On Right of Establishment and Free Movement of Services” has been prepared, harmonising Ukrainian legislation with the provisions of Directive 2006/123/EC.
  • The Europass and Euroguidance networks are being developed, uniting more than 180 centres across Ukraine and facilitating the recognition of qualifications and professional mobility for specialists.

Result: These measures contribute to the formation of an open services market and the integration of Ukrainian businesses into the European economic space.

Enterprise and Industrial Policy:

  • The Unified State System of Permits “ePermit” has been launched, ensuring electronic handling of permit procedures.
  • The Strategy for the Development of Small and Medium-Sized Enterprises until 2027 is being implemented, the eRobota (eWork) programme has been updated, and the Pulse system has been introduced to collect feedback from businesses.

Result: The SME Alliance has been created, with more than 50 partners joining. Thanks to these steps, public services are becoming more transparent, digital, and user-friendly for entrepreneurs, fostering the development of small and medium-sized businesses.

Consumer Protection:

  • Three draft laws have been prepared – on timeshare and tourism products, collective consumer protection, and out-of-court dispute resolution.

Result: A resolution on unfair commercial practices has been adopted, setting clear rules for businesses and raising the level of consumer protection. The implemented solutions are forming a modern system of citizen rights protection and increasing trust in the services market.
