Made in Ukraine: Businesses attracted UAH 1.7 billion in affordable loans under the “5-7-9%” program over a week
Over the past week, entrepreneurs signed 560 new loans worth UAH 1.74 billion under the Affordable Loans at 5-7-9% program, which is part of the Made in Ukraine development policy.
The largest increase in loan amounts was recorded among businesses in high war-risk zones — plus UAH 648 million in one week. This represents 37.3% of all new loan funds issued under the program during this period.
Since the beginning of 2026, businesses have attracted 23.9 thousand loans worth UAH 108.6 billion under the program. The largest volumes of lending went to:
- businesses in high war-risk zones — UAH 37.1 billion;
- processing enterprises — UAH 29.7 billion;
- investment projects — UAH 16.7 billion.
Additionally, in 2026 businesses signed 828 energy loans at 0% interest worth UAH 1.25 billion. These loans of up to UAH 10 million for a term of up to 3 years were introduced by the Government at the beginning of the year for the purchase of cogeneration units, generators, and other energy equipment. At the same time, the Government increased the maximum size of investment loans for energy needs to UAH 250 million for building new generation capacity before winter.
Furthermore, since July 1, a separate program has been operating within 5-7-9% for the restoration of destroyed or damaged property. The interest rate for such loans is 0.1% during the first two years, with a maximum amount of up to UAH 150 million. Thereafter, the rate will be 5%, 7%, or 9% depending on the business segment and job creation.
Since the launch of the program in February 2020, businesses have attracted 158.9 thousand loans worth UAH 570.8 billion. Of these, during martial law — 124.1 thousand loans worth UAH 481.1 billion.
The largest volumes of lending have been attracted by enterprises in the agricultural sector, wholesale and retail trade, and processing industry.
A total of 48 authorized banks participate in the program.
Background
The Affordable Loans at 5-7-9% program is part of the Made in Ukraine policy and aims to stimulate micro, small, and medium-sized businesses by reducing the cost of credit resources through state compensations or guarantees. Since 2024, the program has focused on supporting investment projects that create jobs, promote business modernization, and drive economic recovery. Entrepreneurs can attract funds for production development, energy efficiency, infrastructure, or the reconstruction of war-damaged facilities.
