Next year, the Government will continue its policy of supporting Ukrainian business under martial law. In 2025, at least UAH 36 billion will be allocated for incentive programmes for national producers. This was announced by the First Deputy Prime Minister of Ukraine, Minister of Economy of Ukraine Yuliia Svyrydenko.
"The priority of the budget for 2025 is security and defence, which is budgeted at more than a quarter of the projected GDP. At the same time, the main priority of economic policy is to increase sustainability. To this end, we will continue to pursue our Made in Ukraine policy, which encourages investment in the real sector, boosts non-resource exports, and develops domestic production. Therefore, we have allocated at least UAH 36 billion for the support programmes for producers," said Yuliia Svyrydenko.
The Government's goal is to change the structure of the Ukrainian economy, increase the production of value-added goods and double the share of the manufacturing industry in GDP to 20%. There are no examples of successful raw material states in the world. Therefore, support for Ukrainian producers will be the focus of the Government's efforts next year.
In particular, next year, the Government will continue to fund the Affordable Loans at 5-7-9% programme, which makes bank lending affordable for entrepreneurs. The state budget for 2025 allocates UAH 18 billion for its implementation.
To support and develop the construction industry, as well as Ukrainians who want to live in Ukraine and have decent housing conditions, the Government will continue to finance the eOselia programme. Recently, the programme has been focused on the purchase of new housing, which provides an additional incentive for the development of construction and related industries. In 2025, eOselia will receive UAH 9.3 billion.
Next year, the Government will also continue to fund the programme of grants for micro and small businesses to launch a start-up business. Both those who are just planning to start their first business and experienced entrepreneurs can receive a grant. One of the areas of the Own Business programme is grants for veterans and spouses.
The Grants for Manufacturers programme will be implemented to support processing companies. Entrepreneurs can receive up to UAH 8 million to purchase the necessary equipment or machinery. In 2025, UAH 1.37 billion is earmarked for grants for the development of processing enterprises.
The School Bus programme performs a social function and stimulates the machine building industry at the same time. Even in the midst of the war, the Government is allocating UAH 1.6 billion for the purchase of Ukrainian-made school buses in 2025.
Early next year, the Government will allocate funding for other programmes.
In particular, the state will continue to implement the programme of compensation for the cost of Ukrainian agricultural machinery, which stimulates agricultural engineering. It provides that farmers can purchase Ukrainian machinery and receive compensation of 25% of its cost. Next year, UAH 1 billion is earmarked for its funding.
The Government will continue to support industrial parks, which help attract investment and develop regions. In 2025, it is planned to allocate UAH 1 billion for the construction and modernisation of production infrastructure in industrial parks.
Next year, Ukraine will continue to offer state support for projects with significant investments. If an entrepreneur invests EUR 12 million or more, he or she will be eligible to receive compensation of up to 30% of capital investments through various mechanisms. UAH 1 billion is expected to be allocated to compensate for grid connection and construction of engineering and transport infrastructure.
UAH 1 billion is also planned to be allocated to implement the programme of partial compensation for the purchase of Ukrainian machinery and equipment. This will allow buyers to receive compensation for 15% of the cost of Ukrainian machinery and equipment, from buses to cogeneration units.
The National Cashback programme is expected to be extended in 2025. UAH 1 billion is expected to be allocated for its implementation at the beginning of the year. This programme helps to generate additional demand for Ukrainian goods from citizens and changes the consumer habits of Ukrainians to make Ukrainian goods the first choice. Consumers who buy Ukrainian goods will receive a 10% cashback from the state.
The budget also allocates UAH 1 billion to compensate the agricultural sector for humanitarian demining of agricultural land.
