On March 21, at a Gov’t session a draft resolution "On Approval of the Procedure for the Establishment of the Council for State Support to Cinematography" was adopted. It stipulates for the mechanism to set up the institution. The normative-legal act was drafted by the Ministry of Culture of Ukraine pursuant to Article 9 of the Law of Ukraine "On State Support to Cinematography in Ukraine".

The document provides for the formation of a commission that would carry out on a competitive basis the selection of representatives proposed by public associations, economic associations, artistic unions to compose the Council. The competition commission acting on a voluntary basis consists of nine persons - one representative from each the Ministry of Culture and the Ukrainian State Film Agency and seven representatives from organizations.

Apart from that, in the resolution there is determined the procedure for selection and terms, the procedure and the list of documents to be submitted for participation in the competitive selection of the Council.

The Ministry of Culture of Ukraine is responsible for the formation and organization of the work of the competition commission, while the Ukrainian State Film Agency - for the organization and support of the Council for State Support of Cinematography.
