State Target Program for the Energy Modernization of Heat Supply Enterprises until 2030 approved

State Target Program for the Energy Modernization of Heat Supply Enterprises until 2030 has been endorsed.

The program aims to encourage centralized heat supply enterprises to implement energy-efficient measures. Its implementation is a mandatory and strategic step toward European integration.

Developed by the Ministry for Communities and Territories Development in line with the European Union's Ukraine Facility initiative and the Government's Priority Action Plan for 2025, the program includes a set of measures to enhance the energy efficiency of centralized heat supply systems, reduce dependence on natural gas, and ensure reliable and high-quality heat and hot water supply services for the population.

Over the next five years, the program includes:

- Development and updating of heat supply schemes for settlements,

- Achieving 100% commercial metering of thermal energy in 15,000 buildings,

- Major repairs and reconstruction of heat supply infrastructure in centralized systems,

- Modernization of 35,000 heat inlets through the installation of individual heat substations,

- Reconstruction and major repairs of 2,500 km of heat networks,

- Modernization and/or connection of thermal energy sources, and other measures.

The program’s funding is planned to come from international donors, local budgets, and other sources. Additionally, state budget funding is anticipated after the end of martial law in Ukraine.

“We are working to ensure the sustainability and safety of heat supply systems in Ukraine. This is about uninterrupted, high-quality, and affordable services for people. Modernizing the sector will improve energy efficiency, reduce gas consumption, expand the use of renewable energy sources, and create modern conditions for the development of communal infrastructure,” said Oleksii Kuleba, Deputy Prime Minister for Restoration/ Minister for Communities and Territories Development.

The implementation of the program will be a significant step toward Ukraine’s energy independence and will enhance the capability of heat supply enterprises to operate efficiently, even under wartime conditions and during post-war recovery.
