
Since the beginning of 2025, 549 agricultural enterprises have received UAH 2.3 billion under the Affordable Loans at 5-7-9 programme
Since the beginning of 2025, 549 farms participating in the Government’s Affordable Loans at 5-7-9 programme have received UAH 2.3 billion in financing. In particular, 491 farms (89.4%) are registered in the State Agrarian Register (SAR) with the amount of loans attracted of about UAH 2 billion (87.2%).
Starting from 1 January 2025, loans under the Affordable Loans at 5-7-9 programme will be granted to agricultural producers (prolonged) provided that they are registered in the SAR.
All enterprises in Donetsk, Zakarpattia, Ivano-Frankivsk, Mykolaiv, Kherson and Chernivtsi regions that participate in the Affordable Loans at 5-7-9 programme are registered with the SAR.
In particular, enterprises in the following regions received the most loans under the Affordable Loans at 5-7-9 programme:
- Kyiv region – UAH 243.1 million (48 enterprises, of which 31 are registered with the State Agrarian Register);
- Odesa region – UAH 208.8 million (41, including 40 in the SAR);
- Kirovohrad region – UAH 181.1 million (55, including 50 in the SAR);
- Chernihiv region – UAH 175.5 million (35, including 31 in the SAR);
- Sumy region – UAH 164.4 million (17, including 16 in the SAR);
- Vinnytsia region – UAH 153.9 million (47, including 38 in the SAR);
- Dnipropetrovsk region – UAH 144.2 million (36, including 33 in the SAR);
- Kharkiv region – UAH 120.5 million (26, including 25 in the SAR).
In total, since the beginning of the year, 951 agricultural enterprises have attracted almost UAH 5 billion in bank loans for development under various programmes.
As a reminder, in 2024, 13,088 agricultural enterprises received almost UAH 104.5 billion in bank loans for development. And under the state programme ‘Affordable Loans 5-7-9’, 8,750 farms were financed for UAH 46.9 billion.
Background
Concessional financing of agricultural producers under the Affordable Loans at 5-7-9 programme in 2024-2025 is made possible by the support of the World Bank under the Ukraine Agriculture Recovery Inclusive Support Emergency (ARISE) Project. The programme facilitates access to bank lending for micro and small businesses. Farmers can receive a loan of up to UAH 90 million. Loans are provided at 5-9% per annum, depending on the loan category and type of business entity.
