Yulia Svyrydenko: Developing decentralized power generation is a strategic goal for the Government

Developing decentralized power generation is a strategic goal for the Government, emphasized Prime Minister Yulia Svyrydenko. 

“Decentralized generation is a matter of survival for the state in wartime. The enemy is deliberately targeting large energy facilities. This confirms once again that our resilience lies in distributed solutions that are as close as possible to the consumer and capable of operating autonomously,” Yulia Svyrydenko stressed.

According to her, the Government has clearly determined its priority: critical infrastructure must be provided with a guaranteed backup power supply. To this end, the Cabinet of Ministers has already introduced and will continue to expand financial incentives for businesses. At the same time, the Government has deregulated the process of installing cogeneration plants to the maximum extent possible.

“The state will maintain constant dialogue with businesses, in particular through a single communication window. All this allows us to act quickly — not ‘after the war’, but right now,” said the Prime Minister.

The Head of Government noted that the Kyiv region is a prime example of this approach in practice. 

As of today, 51 generating units (cogeneration, gas turbine, and gas piston) with a total capacity of almost 110 MW are already operating in the region. In 2025 alone, 37 units with a capacity of over 77 MW were commissioned.

Meanwhile, donor projects are being implemented aimed to add new capacity for communities in January-February 2026, from Vyshneve and Vyshgorod to Fastiv, Brovary, and Bila Tserkva.

“Decentralized generation is not a temporary solution. It is a new architecture of Ukraine's energy security, which we are building today — together with communities and international partners,” emphasized Yulia Svyrydenko.
