First Deputy Prime Minister and Minister of Economy Yuliia Svyrydenko met with Conor Coleman, Head of Investments at the U.S. International Development Finance Corporation (DFC), in Washington on 4 June to discuss next steps for the U.S.-Ukraine Reconstruction Investment Fund.

“We greatly value our strategic partnership with the DFC. We plan to hold a workshop at the Ukraine Recovery Conference in Rome. The Fund’s current priorities include projects in critical raw materials, oil, and gas. I am confident that together we can attract investments and new technologies for the Fund’s effective operation,” said Yuliia Svyrydenko.

During the meeting, the Ukrainian side proposed expanding the Fund’s investment mandate, particularly to support projects in the defence industry. The U.S. side expressed openness to such cooperation, recognising the strategic importance of this sector.

A key focus of the talks was on instruments for insuring war-related risks. Both sides agreed that this is a critical condition for attracting private American businesses. The DFC confirmed its readiness to expand insurance programmes for companies operating in Ukraine.

Background

The U.S.-Ukraine Reconstruction Investment Fund was officially launched on 23 May, following a note received by First Deputy Prime Minister and Minister of Economy Yuliia Svyrydenko from Julie S. Davis, Chargé d’Affaires a.i. at the U.S. Embassy in Kyiv.

The Fund will invest contributions from the U.S. and Ukraine in projects related to natural resource extraction, oil and gas, ports, and related infrastructure in Ukraine.

Additionally, the Fund will facilitate connections between Ukrainian companies and potential investors in resources, including the DFC. The Fund will operate without a time limit, but its results will be reviewed by the partners every 10 years.
