Foreign delegations from France, Germany, Latvia, Lithuania, Austria, and other European countries visited communities in Kyiv region that suffered the most from the war and are now undergoing recovery, starting their tour in Borodianka.

The international delegations were accompanied by the State Agency for Restoration and Infrastructure Development team, including Serhii Sukhomlyn and Mykola Boiko, as well as Mykola Kalashnyk, head of the Kyiv Regional Military Administration. They briefed European partners on restored residential and social infrastructure facilities, as well as ongoing projects.

As a result of hostilities, 825 objects in Borodianka were damaged or destroyed. Of these, 592 have been restored, including residential buildings, schools, and public facilities. The Kyiv Regional Military Administration is working on restoring an additional 53 objects.

Additionally, the State Agency for Restoration and Infrastructure Development is implementing 24 separate projects, including the restoration of residential buildings, administrative facilities, cultural institutions, and infrastructure. Most of these projects are scheduled for completion by the end of autumn 2025.

“In total, across the Kyiv region, 21,000 out of 29,000 destroyed objects have been restored since the start of the full-scale war. Ukraine is unique in this regard, as no other country has embarked on reconstruction during wartime or conflicts. Our task is not just to restore individual objects but to develop comprehensive, integrated solutions.

For example, the reconstruction of Borodianka’s Central Street includes replacing all utilities, installing a video surveillance system, and “smart” lighting. It will meet security and inclusivity requirements. This is an example that can serve as a model for similar projects in other communities,” said Serhii Sukhomlyn, head of the State Agency for Restoration and Infrastructure Development.

Currently, Borodianka has been 50% restored. The town is now home to 10,000 residents, representing 80% of its pre-war population.

“It’s important that our foreign partners could see this with their own eyes – not only the destruction left by the enemy but also the immense work being done daily by the community, the state, and Ukraine’s international friends to restore normal life. New parks, rebuilt homes, and modern public spaces are shaping today’s Borodianka, which has become a symbol of resilience and systematic recovery even during wartime,” said Mykola Kalashnyk, head of the Kyiv Regional Military Administration.

Borodianka has become an example for international partners of how communities can be systematically rebuilt even amid a full-scale war. At the conclusion of their visit, representatives of the Swedish delegation expressed readiness to strengthen partnerships and proposed jointly developing one of Borodianka’s restoration projects.
