Yulia Svyrydenko: Key government priorities discussed at meeting with the President

Prime Minister Yulia Svyrydenko has reported that she took part in a working meeting with President Volodymyr Zelenskyy, Speaker of the Verkhovna Rada Ruslan Stefanchuk, Head of the Servant of the People parliamentary faction Davyd Arakhamia, and MP Andrii Motovylovets. The discussion focused on current issues of joint cooperation and the key priorities for the Government’s work. Particular attention was given to ensuring defence capabilities, restoring the energy sector, and coordinating next steps.

Yulia Svyrydenko highlighted several priority areas that received special focus:

1. Road repairs

Work continues on international and national highways, including in frontline regions. “All major works are to be completed as quickly as possible in two phases – by June and by October.

UAH 12.6 billion has already been allocated. Additional funding is also being provided from the state budget reserve fund. Coordination is underway with the Ministry of Defence to ensure repairs in frontline areas.

Road access is critical for defence logistics and medical evacuation.”

2. National energy security

The situation is stabilising with the increase in solar generation. Restoration work on energy facilities continues.

Efforts are continuing to strengthen the energy resilience of communities and households, and energy support programmes for businesses remain in operation: https://energy.kmu.gov.ua/.

There are 617 applications for zero-interest loans for energy equipment totalling UAH 835 million, while 154 entrepreneurs have used the Affordable Loans at 5-7-9 programme for new generating capacity and received UAH 2.2 billion.

At the same time, the strategic rebuilding of the energy system has begun and preparations are underway for the next heating season. The National Security and Defence Council has approved Comprehensive Resilience Plans for regions and major cities, developed jointly by the Government with heads of regional military administrations and cities. A Coordination Centre will oversee implementation.

Submission of a plan is awaited from the Kyiv city authorities.

3. Key social programmes:

Pensions. As of 1 March, pensions and insurance payments for millions of Ukrainians were indexed by 12.1%. The recalculation was carried out automatically and covered the main types of pensions.

Teachers. Systematic increases in pay are continuing. Since the beginning of the year, payments to teaching staff have risen by 30%. The UAH 2,000 top-up for teachers nationwide and the enhanced UAH 4,000 for teachers in frontline regions are being maintained. The next stage is scheduled for September.

Medical staff. The average salary for doctors in emergency medicine has risen to over UAH 37,000. UAH 500 million has been allocated to increase salaries for medics working in combat zones.

Families with children. Enhanced payments upon the birth of a child are in place – UAH 50,000. Programmes are operating to provide assistance in connection with pregnancy and childbirth, support for childcare up to 1 year of age, and eYasla for parents returning to work.

Veterans. The state Veteran.Work programme has been launched for 2026–2027. The housing rental compensation programme for veterans has been expanded. Veteran spaces are being created in communities and veteran businesses are being supported.

“We are also adding opportunities at regional and community level,” the Prime Minister reported.
