Sergii Marchenko discussed new projects to support Ukrainians with CEB Governor Carlo Monticelli in Paris

In Paris, Ukraine’s Minister of Finance Sergii Marchenko met with the Governor of the Council of Europe Development Bank (CEB) Carlo Monticelli. The parties discussed the implementation of joint projects aimed at supporting Ukrainian citizens affected by russia’s full-scale aggression against Ukraine, as well as prospects for further expanding cooperation.

Both sides noted the successful implementation of agreements signed last year totaling EUR 350 million. These projects are aimed at providing housing for Ukrainians and supporting internally displaced persons (IDPs).

Currently, the CEB sovereign project portfolio in Ukraine consists of four active projects totaling EUR 550 million, of which EUR 458 million has already been disbursed to Ukraine.

Implementation of Joint Projects

One of the key areas of cooperation is the HOME: Compensation for Destroyed Residential Properties project with total financing of EUR 200 million. Under this initiative, citizens whose homes were destroyed as a result of russian aggression receive compensation through housing certificates to purchase new housing. As of today, the full EUR 200 million provided under the agreement has been utilized.

Another important project is Support for Internally Displaced Persons, which provides EUR 200 million for living allowances for IDPs. The funds are used to cover basic needs, including housing, food, and medical assistance. EUR 100 million was attracted in September 2025, while the remaining EUR 100 million was received in November 2025.

Under the Housing for Internally Displaced Persons in Ukraine project, EUR 50 million is allocated for concessional long-term borrowing to IDPs to purchase housing. In October 2025, Ukraine received the first tranche of EUR 25 million, which was directed toward mortgage lending for internally displaced persons.

Another initiative being implemented is the World Bank’s HEAL Ukraine project, with financing of EUR 100 million, aimed at restoring access to medical services, developing rehabilitation and mental health services, modernizing hospitals, and strengthening primary healthcare. So far, EUR 33.67 million has already been mobilized, and the Ministry of Health plans to attract an additional EUR 20 million by the end of the year.

During the meeting, the parties also discussed further cooperation, including the continuation of the HOME housing program (HOME III) financing.

In addition, several other initiatives are under discussion, including:

  • a microenterprise support project;
  • a housing compensation program for IDPs from temporarily occupied territories;
  • concessional mortgage for veterans to purchase housing;
  • additional financing for programs supporting internally displaced persons.

The Minister of Finance thanked the Council of Europe Development Bank for its active support of Ukraine during this challenging period for the country.
