Sergii Marchenko thanked the European Bank for Reconstruction and Development and personally Odile Renaud-Basso for the financial support in critical areas during the war.

“Since the beginning of russia’s full-scale invasion and until the end of 2024, the EBRD has committed to provide Ukraine with more than EUR 6.1 billion, of which EUR 2.5 billion has already been received by Ukraine. This support is extremely timely and important in the face of serious economic challenges caused by russian aggression,” said Minister of Finance of Ukraine Sergii Marchenko.

As of the beginning of February 2025, the EBRD’s portfolio of active public sector projects consists of 12 projects with a total loan volume of EUR 2.4 billion, of which EUR 1.1 billion has already been raised.

In the public sector, economic cooperation with the EBRD since the start of the full-scale invasion has focused mainly on maintaining liquidity of enterprises: NPC Ukrenergo, NJSC Naftogaz of Ukraine, and JSC Ukrzaliznytsia.

A total of EUR 1.19 billion was raised to maintain liquidity and resilience. Of this amount, EUR 724 million was allocated for emergency gas purchases to ensure the smooth running of the 2022/2023, 2023/2024, and 2024/2025 heating seasons.

The parties discussed further areas of cooperation in the energy sector and reviewed the prospects for the development of infrastructure projects.
