Starting today, Ukrainians will be allowed to submit claims to the International Register of Damage Caused by the Aggression of the Russian Federation against Ukraine in six new categories. This was announced by the Prime Minister of Ukraine Denys Shmyhal at a meeting with the delegation of the Register of Damage headed by its Chair Robert Spano in Kyiv.

According to the Head of Government, these are the most frequently reported areas, in particular: forced displacement within the country, serious bodily harm, sexual violence, torture, restriction of freedom (captivity), forced labour or service.

Denys Shmyhal noted that applications can be submitted through the Diia app.

"We urge all Ukrainians to submit applications to the Register, because each such application is a step towards ensuring that russia does not go unpunished," the Prime Minister stressed.

The parties also discussed further steps in their joint work. In particular, according to the Head of the Ukrainian Government, it is planned to start accepting applications for legal entities and state bodies, institutions and enterprises that have also suffered significant losses.

"We will make russia pay for all the suffering and destruction. To this end, the Government is working on the complete confiscation of russian frozen assets. We have a strong support coalition of more than 50 countries and organisations that help Ukraine on this path," said Denys Shmyhal.

He stressed that the International Register of Losses was the first of three key components in this process. The next step will be the establishment of a Claims Commission that determines the specific amounts of compensation for victims. Next, the Compensation Fund must be set up to make payments.

In his turn, Robert Spano noted that the expansion of the categories of applications in the Register was a confirmation of the commitment to the principles of justice and accountability. "Each application confirms the need for reparations and ensures that the voices of victims are heard," said the Chairman of the Board of the Registry. He also added that international law is unequivocal: the suffering caused by violations must be recognised.
