Ministry of Economy: Two more steps of the Ukraine Facility Plan completed

On 24 December, the Cabinet of Ministers approved the Strategy for Reforming Psychoneurological and Other Residential Institutions until 2034 and the Strategy for the Development of Border Infrastructure with the European Union and the Republic of Moldova until 2030. These two strategic documents are also steps in the Ukraine Facility Plan.

“The strategy for reforming residential care facilities will help integrate vulnerable populations into communities, increasing their level of socialisation. This is a key measure in developing modern forms of social protection and building an inclusive society. The development of the border infrastructure will facilitate the mobility of the population and improve interaction with our European partners, as well as strengthen Ukraine’s position as a key transit corridor,” said Oleksii Sobolev, First Deputy Minister of Economy.

Measures of the Ukraine Facility Plan approved by the Government:

• Strategy for Reforming Psychoneurological and Other Residential Institutions and Deinstitutionalisation of Care for Adults with Disabilities and Older People until 2034. An operational action plan for implementing the Strategy in 2025-2027 was also approved. The document envisages the development of social services and support for people with increased needs to ensure their ability to live independently in the community and prevent institutionalisation.
• Strategy for the Development and Construction of Border Infrastructure with the EU Member States and Moldova until 2030. The Strategy envisages the reconstruction of border crossing points on the border with Poland, Slovakia, Hungary, and Romania, the creation of a network of service zones, and the simplification of border crossing procedures (digitalisation and introduction of joint control) in line with EU standards.

In accordance with the Ukraine Facility Plan, the Ministry of Economy has been appointed the sole national coordinator of the Ukraine Facility programme. The Ministry continues to monitor the implementation of the Plan and prepares quarterly reports for the European Commission.
