Government off-site meeting: key decisions for the Kherson and Mykolaiv regions adopted
Ukrainian Prime Minister Yulia Svyrydenko held a meeting to discuss key issues facing the Kherson and Mykolaiv regions. The relevant decisions were adopted at an off-site Government meeting in Mykolaiv.
1. Preparing for Winter
According to the Head of Government, the enemy has changed its tactics for using drones to attack critical infrastructure in the southern regions. Therefore, we must respond accordingly and ensure protection as part of preparations for the coming winter within the framework of the Comprehensive Resilience Plans.
“We have instructed the Ministry for Communities and Territories Development to develop additional engineering and technical solutions to protect critical elements of wastewater treatment facilities and water supply systems, in particular the Mykolaiv water pipeline. It was launched in the fall of 2025 and provides hundreds of thousands of people with fresh water. Safety measures were incorporated into the pipeline itself during the construction phase. Its additional protection is a priority for the region,” the Prime Minister emphasized.
2. Heating Debts
Over the past four years, the debts of heating and power companies—including those in frontline regions—to the Naftogaz Group have more than doubled, rising from approximately UAH 60 billion to nearly UAH 150 billion.
The Government has tasked officials with developing mechanisms to compensate for the difference in tariffs. Several sources are being considered: state budget funds, aid from the EU and international partners, as well as dividends from other state-owned companies.
3. Business Support
The resilience of frontline communities depends on the performance of local businesses, which is why the Government has instructed officials to draft amendments to support programs for entrepreneurs in frontline areas. These include affordable loans at 5%, 7%, and 9% interest rates, grants, state guarantees, and insurance against war risks.
The Government commissioned officials to submit a draft law to the Verkhovna Rada regarding the taxation of agricultural producers in frontline territories, as well as to prepare measures to expand compensation for Ukrainian agricultural equipment and support for land reclamation systems in frontline regions.
Additionally, the Cabinet of Ministers has instructed officials to prepare a decision on temporarily exempting employers in the combat zone from contributions to support the employment of people with disabilities.
