    The initiative of the Government of Ukraine to create the so-called transition books on the work of ministries and on the directions of key changes, especially in the long run, provides an opportunity to prolong the changes, to secure the consistency in the implementation of various projects and to advance fast to promote the success of Ukraine. The Prime Minister of Ukraine Volodymyr Groysman said this during a Government session. According to him, such books is an established world practice applied in different European countries, where change of power does not affect changes in the directions of development of the states.

    "And people benefit from that", urged Volodymyr Groysman.

    The PM gave examples of what changes should be continued. "Why is the succession important? For instance: education, New Ukrainian School. We understand that it takes 12 years to make quality changes. The necessary expenditures should be budgeted. We must address preschool education - the queue for admission to kindergartens should be eliminated in 2020", stressed Volodymyr Groysman.

    Apart from that, the PM drew attention to the policy of raising teacher salaries. In recent years, such growth has already become tangible, Volodymyr Groysman assures, and by 2020 the Government has set a further increase of 20-70% with a focus on encouraging and motivating young teachers.

    "It is also critical to prolong the huge cultural projects we have launched. One of those is the completion of the Holodomor Victims Memorial. It is a matter of honor for all of us", said the Prime Minister. "Other directions include Ukrainian film production, the Small Cities - Big Impressions initiative. All those need to be prolonged."

    Another major direction is decentralization. It is essential to further strengthen communities, consolidate the process in the Constitution, and further improve both the regulatory framework and the administration system as well as local governments system.

    "In this regard, I consider that Ukraine needs a new law on the capital - not for the sake of the policy, but for the benefit of the country", the Prime Minister added.

    Volodymyr Groysman accentuated the transition books would allow the new Government to take over their duties quickly. "Ukraine will be successful. And for that purpose we must do our job on the professional level", the Prime Minister emphasized.

    It should be noted that a few weeks ago transition books were already presented by the Ministry of Health of Ukraine. Today, August 14, the Ministry of Education and Science and the Ministry of Culture presented to the public their transitional books.
