Changes made regarding the transfer of currency for commodity imports

The Government made changes to the resolution on critical imports, which allowed the National Bank to harmonize its regulations and unblock the transfer of foreign currency funds for the import of commodity products.

At that, restrictions on the purchase of foreign currency and cross-border transfers for the import of services are preserved. Enterprises can import only those services, works, intellectual property rights that are included in the list approved by the Cabinet of Ministers by the relevant resolution.

The Government's decision to cancel all restrictions on the import of goods will enter into force on July 9.

The program of critical imports played a positive role in balancing currency flows, which helped ensure macroeconomic stability in the critical period after the russian invasion.

The list of critical import goods has been repeatedly revised towards increasing. Changes to the resolution on critical imports were made on the basis of appeals from Ukrainian companies. Currently, the list of critical import goods includes about 90% of goods imported before the war.

On July 1, 2022, the law on amendments to the Tax Code, which restores duties and taxes on the import of goods and services, entered into force. This will allow to balance outflows and inflows of currency to Ukraine.

"The Government consistently fulfills agreements with business regarding the liberalization of currency restrictions that were forcibly introduced since the beginning of the war. Ukraine's economy is open, so intermediate imports are important for domestic production enterprises, including export-oriented ones," said the First Deputy Prime Minister of Ukraine - Minister of Economy of Ukraine Yulia Svyrydenko.
