It is incredibly important to ensure the principle of transparency in the work of the Energy Efficiency Fund. All regulatory documents, decisions on procedures and service packages that will be provided to condominium associations by the Energy Efficiency Fund are to be approved by the Supervisory Board of the Energy Efficiency Fund (EEF) in November. According to the road map signed with international partners, the launch of the EEF is slated for the first quarter of 2019.
This was stated by Vice Prime Minister/Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Hennadii Zubko during the round table on the implementation of the energy modernization and energy efficiency policy in 2019 organized by the Committee of the Verkhovna Rada of Ukraine on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety.
"We have already allocated UAH 1.5 billion to the authorized capital of the EEF, and international partners granted UAH 3 billion. Already in the first quarter of 2019, with the prior agreement with the EU Delegation, we have to work out and demonstrate a pilot project on how finished products will be funded for condominiums. In the future, a legal procedure will be shaped with state banks, which will act as front offices in the work of condominium associations and the Energy Efficiency Fund", Hennadii Zubko stressed.
The Vice Prime Minister emphasized that the International Finance Corporation and the World Bank have already shaped methodological guide, which is a pivotal step-by-step route map for condominium association regarding the work with the Energy Efficiency Fund.
Hennadii Zubko placed a special emphasis on the fact that the issue regarding the increase in financing of the "warm loans" program up to UAH 1 billion is a question of political will of the Parliament, which should make an appropriate proposal for voting. This will once again prove its support for the country's energy efficiency course.
