On November 2, the Verkhovna Rada adopted in the second reading and in general the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine Concerning the Introduction of Accounting and Calculations on the Volume of Gas in Units of Energy".
The document stipulates the right of the Cabinet of Ministers of Ukraine to make decisions on the transition to calculations and balancing in the natural gas market in units of energy. The main goal of this transition is to introduce differentiation of gas prices based on its quality indicators.
The law envisages that payments for the heating supply service will additionally indicate the amount of heat consumed in terms of kilowatt-hours. This will help increase energy efficiency in the household sector by allowing consumers to compare the amount of gas consumed in units of energy with other types of energy (eg electricity) and manage their own consumption.
"The accounting of natural gas in energy units is more objective, as it provides more correct and fair pricing, facilitates the compilation of the energy balance of enterprises and becomes more transparent analysis of the efficiency of gas use compared to other energy sources. In addition, consumers will pay a fair price for gas, which will depend on its quality, rather than consumption, "said Deputy Minister of Energy Maksym Nemchynov stressed.
The law will also help bring the parameters of gas in the domestic market to its parameters at the customs border of Ukraine with the European Union. This will be a prerequisite for the integration of the Ukrainian market with the EU gas market, in particular the involvement of European partners in the use of Ukraine's gas transmission system and its gas storage facilities.
