A team of the European Union, representatives of the public sector and executive authorities discussed the progress of implementation of the Strategy of Public Administration Reform in Ukraine for 2016-2020 at a regular meeting of the EU - Ukraine Strategic Dialogue on November 15.
The meeting, organized by the Directorate of Public Administration of the Secretariat of the Cabinet of Ministers, chaired by Tetyana Kovtun, Deputy State Secretary of the Cabinet of Ministers and Stefan Schleuning, Team Leader of the Financial Cooperation Sector of the Support Group for Ukraine within the European Commission. The event was attended by other European partners, including Martin Klaucke, First Counselor of the EU Delegation to Ukraine, Head of Section "Economic Cooperation, Social and Regional Development" and representatives of the SIGMA program, public experts, including Serhii Soroka and Ihor Koliushko, representatives of the Secretariat of the Cabinet of Ministers, ministries, the National Agency of Ukraine on Civil Service and State Agency for E-Governance of Ukraine.
During the meeting, EU experts noted significant progress in implementing the public administration reform.
The Ukrainian side presented achievements in implementing the indicators provided for by the Financing Agreement and the vision of changes that are planned to include in the Strategy within the framework of the planned update. The proposed changes are based on the priorities defined by the Evaluation of the system of public administration of Ukraine conducted by the experts of the SIGMA Program.
The participants outlined the priorities for further work, namely, the completion of the reorganization of ministries, the reforming of the civil service, the reforming of the system of provision of administrative services, the streamlining of the procedures for the adoption of government decisions and the strengthening of financial planning of reform measures.
It should be noted that the Strategic Dialogue between Ukraine and the EU takes place on a regular basis as part of the evaluation of Ukraine's progress in implementing the Strategy of Public Administration Reform and the Agreement on Financing the Program ''Support to Comprehensive Reform of Public Administration in Ukraine".
