Government approves national weighted emission factors for greenhouse gases from final energy consumption
On 5 February, the Cabinet of Ministers of Ukraine adopted the resolution “On Approval of National Weighted Greenhouse Gas Emission Factors Resulting from Final Energy Consumption”.
The use of national emission factors will allow Ukrainian exporters to rely on actual data from Ukraine’s energy system instead of standard international values. This, in turn, will enable a reduction in the calculated carbon footprint of Ukrainian products and lower the financial burden on businesses when paying carbon charges, including under the EU’s Carbon Border Adjustment Mechanism (CBAM).
The approved figures may be applied to calculate greenhouse gas emission reductions when implementing energy efficiency measures in buildings in accordance with the Law of Ukraine “On Energy Efficiency of Buildings”.
The emission factors were calculated in line with the Methodology approved by Order of the Ministry of Environmental Protection and Natural Resources of Ukraine No. 938 of 9 May 2025.
The adopted decision represents an important step towards enhancing the competitiveness of Ukrainian products on international markets and advancing Ukraine’s integration into European climate policy.
