Cabinet of Ministers approves plan of key civil protection measures for 2026

The Cabinet of Ministers of Ukraine has adopted the resolution “On Approval of the Plan of Main Civil Protection Measures of Ukraine for 2026”, prepared by the State Emergency Service of Ukraine.

The plan provides for comprehensive strengthening of the state’s readiness to respond to emergencies in wartime and peacetime.

Key priorities of the document include modernisation of the public alert system, development of the fund of protective structures, raising the level of readiness of authorities and critical infrastructure facilities, and improving evacuation mechanisms for the population.

Particular attention is given to the restoration and bringing of shelters into readiness, comprehensive and control inspections of protective structures, updating information in state registers, and ensuring sustainable operation of alert systems. The plan also includes checks on the readiness of facilities for the fire-hazardous period, conducting response drills for possible emergencies, and updating population evacuation plans, including in the event of catastrophic flooding.

Important areas of implementation include equipping State Emergency Service units with modern fire and rescue equipment and personal protective equipment, strengthening radiation and chemical monitoring, and organising information and awareness-raising work for the population. Special emphasis is placed on establishing safety classes in educational institutions and developing the young rescuers movement.

The document also provides for training specialists in civil protection and conducting large-scale drills involving all levels of government and critical infrastructure operators.

Implementation of the approved plan will strengthen the readiness of functional and territorial subsystems of the unified state civil protection system, reduce the risks of emergencies occurring, and increase the level of public safety.

Background

The draft resolution was adopted in fulfilment of clause 4, part one, article 130 of the Civil Protection Code of Ukraine and clause 4 of Cabinet of Ministers of Ukraine Resolution No. 1313-r of 24 December 2024 “On Approval of the Plan of Main Civil Protection Measures of Ukraine for 2025”.

The document defines a list of mandatory tasks for central and local executive authorities, local self-government bodies, enterprises and institutions aimed at protecting the population and territories from man-made and natural emergencies – both in peacetime and in special periods. On its basis, authorities at all levels will implement their own annual civil protection plans.
