  • Government approves procedure for identification and return of children deported as a result of armed aggression

    Today, the Cabinet of Ministers adopted a resolution "On Approval of the Procedure for Identifying and Returning Children Deported or Forcibly Displaced as a Result of the Armed Aggression of the Russian Federation against Ukraine".

    The draft act was developed by the Ministry for Reintegration of the Temporarily Occupied Territories as part of the Bring Kids Back UA plan, which is part of the Peace Formula of President of Ukraine Volodymyr Zelenskyy.

    The procedure defines the interaction between the entities involved in the search, return and provision of social protection and reintegration of children, including orphans and children deprived of parental care.

    It also includes those children who are at risk of such deportation or displacement.

    The actors are representatives of central and local executive authorities, local self-government bodies, the Ukrainian Parliament Commissioner for Human Rights, the Coordination Headquarters for the Treatment of Prisoners of War, the Security Service of Ukraine, and the National Information Bureau.

    The Ministry for Reintegration of the Temporarily Occupied Territories has been designated as the coordinator of the interaction between the actors.

    The draft act is intended to legislatively regulate the powers of these actors to identify and return deported or forcibly displaced children.

    One of the main activities to be carried out by the child's legal representatives and other authorised bodies is the development of an individual return plan.

    Such a plan should be comprehensive and developed taking into account the individual needs of the child.
