Government launches new recovery programme for businesses affected by shelling
From 1 July, small and medium-sized businesses will be able to access lower-cost loans to restore destroyed or damaged property under the Affordable Loans at 5-7-9% programme. Prime Minister Yulia Svyrydenko announced the new government recovery programme for businesses affected by shelling.
“The interest rate on these loans will be 0.1% during the first two years. After that, it will be 5%, 7% or 9%, depending on the business segment and the creation of new jobs. The maximum loan amount is UAH 150 million,” the Prime Minister explained.
Loans for restoring destroyed or damaged property will not be counted when determining the maximum amount of state-supported borrowing if a business is simultaneously using several support programmes or instruments.
As of early June, since the launch of the programme in February 2020, entrepreneurs have received 150,900 loans worth a total of UAH 531.6 billion. Since the beginning of 2026 alone, businesses have obtained 16,400 loans amounting to UAH 71.6 billion.
The Affordable Loans at 5-7-9% programme is available to small and medium-sized businesses across the country and remains one of the key instruments of the Made in Ukraine policy aimed at supporting Ukrainian producers.
Yulia Svyrydenko noted that, in addition to the new recovery loan programme, businesses can also benefit from grants of up to UAH 16 million for production equipment, the Tochka Opory (Point of Support) programme compensating employee wages during downtime caused by attacks, and war risk insurance programmes.
