Government determines education and science as a priority area for public investment over the next three years

The Government has identified education and science as the largest sector for public investment for 2027–2029. A total of UAH 78.5 billion is envisaged for the sector’s development over the three-year period—more than UAH 16 billion in 2027 and more than UAH 31 billion in 2028 and 2029. This represents the largest volume of investment among all sectors of public spending.

The medium-term public investment plan will define the Government’s funding priorities for 2027–2029. It will serve as the basis for drafting the State Budget and for identifying portfolios of projects and programs eligible for state support.

Despite the challenges posed by the war, the Government continues to invest in a safe and high-quality educational environment. The priorities remain children’s access to in-person learning, the modernization of educational infrastructure, the development of science, and the building of the country’s human capital.

As part of the plan’s implementation, the following key areas of funding are envisaged:

• equipping shelters in educational institutions;
• creating a modern educational environment and upgrading laboratories, workshops, classrooms, and other educational infrastructure;
• developing research infrastructure and improving conditions for its safe operation;
• improving access to education by developing the transportation system and renewing school bus fleets;
• developing and renovating boarding facilities and dormitories at educational institutions;
• modernization of canteens and food service facilities to ensure high-quality and safe meals;
• improving the energy efficiency and energy independence of educational institutions;
• modernizing research infrastructure and introducing green energy solutions;
• providing children with special educational needs with the necessary resources for learning and development;
• upgrading centers of professional excellence;
• restoring, repairing, and constructing educational infrastructure;
• establishing and upgrading engineering education centers, as well as centers for addressing educational gaps;
• strengthening fire safety in educational institutions;
• establishing technology transfer centers in collaboration with universities and research institutions.

The determination of education and science as the largest sector of public investment confirms the state’s strategic course toward developing human capital and creating high-quality opportunities for learning, professional growth, and scientific activity in Ukraine.

In total, the state plans to allocate nearly UAH 271 billion to implement investment projects. After education and science, the largest amounts of funding are earmarked for transportation infrastructure—UAH 73 billion; municipal infrastructure and services—UAH 46.5 billion; healthcare—UAH 25.3 billion; and energy—UAH 17.1 billion.
