
Government allocates over UAH 1.1 billion for creating barrier-free routes
On 11 June, the Cabinet of Ministers of Ukraine approved the allocation of over UAH 1.1 billion to 11 regional military administrations. The funds will be used for the repair, reconstruction, and restoration of facilities in pilot cities under the flagship project of the Ministry for Communities and Territories Development, “Barrier-Free Movement.”
This includes infrastructure, residential, and public facilities. With the allocated funding, communities will modernise these facilities to meet accessibility requirements for people with disabilities and other low-mobility groups.
The decision stipulates that the funds will be drawn from the state budget’s reserve fund.
The funding distribution among the pilot communities, as per the approved decision, is as follows:
- Vinnytsia – UAH 81 million
- Dnipro – UAH 108 million
- Zhytomyr – UAH 28 million
- Kyiv Regional Military Administration (Bucha and Slavutych) – UAH 123 million
- Kropyvnytskyi – UAH 39 million
- Lviv – UAH 250 million
- Odesa – UAH 115 million
- Poltava Regional Military Administration (Poltava and Opishnia) – UAH 141 million
- Rivne – UAH 70 million
- Ternopil – UAH 73 million
- Chernivtsi – UAH 70 million
Currently, about 30% of Ukraine’s population belongs to low-mobility groups. People with disabilities number 3.2 million, accounting for 8.5% of the population. According to 2024 monitoring results, over 44,000 facilities – nearly 47% of those inspected – remain inaccessible. Ensuring barrier-free access is not only a matter of infrastructure but also of dignity, equal opportunities, and inclusion of everyone in community life.
The implementation of the first phase of barrier-free routes in pilot cities follows a 40–30–30 funding model: 40% from the state budget, 30% from local budgets, and 30% from regional budgets.

“Barrier-Free Movement” is a flagship project of the Ministry for Communities and Territories Development, implemented as part of First Lady Olena Zelenska’s Barrier-Free initiative. It covers 15 pilot communities where barrier-free routes are being created, including Kyiv, Odesa, Dnipro, Zhytomyr, Ternopil, Lviv, Rivne, Chernivtsi, Poltava, Vinnytsia, Slavutych, Kropyvnytskyi, Bucha, and the settlements of Opishnia and Borodianka.
