Government disburses UAH 12.85 billion for initial preparations for the coming winter as part of Regional Resilience Plans: Yulia Svyrydenko

The Government has allocated UAH 12.85 billion for initial preparations for the coming winter as part of regional resilience plans. The funds will be directed toward 209 critical infrastructure facilities in frontline regions and the Kyiv region. 

Prime Minister Yulia Svyrydenko announced this during a trip to Odesa region.

Of the allocated amount, UAH 3.5 billion will be used to fund the protection of 24 high-voltage substations by the Restoration Agency. An additional UAH 9.4 billion has been allocated to frontline regions and the Kyiv region. These funds will be used for protective structures for distribution substations and other critical infrastructure facilities. 

“We have begun preparations for next winter. Our priorities are protecting energy infrastructure, developing distributed generation, providing additional power sources for heating and water supply facilities, and decentralizing heat supply. The work outlined in the Regional Resilience Plans has already begun. To ensure their timely implementation, we are allocating the first tranche of funds in the amount of UAH 12.85 billion,” stated Yulia Svyrydenko, Prime Minister of Ukraine.

During her visit to Odesa region, the Prime Minister heard reports from the heads of the regional military administrations (RMAs) of Odesa, Mykolaiv, and Kherson regarding the implementation of these regions’ resilience plans. Priority tasks were approved. For the first projects, the Odesa region will receive UAH 582.3 million, the Mykolaiv region - UAH 280.7 million, and the Kherson region - UAH 97.5 million. 

Ukraine’s Regional Resilience Plans are a set of measures to prepare the power grid and housing and utilities sectors for the upcoming heating season. They were developed by the Government in collaboration with regional military administrations and local self-government bodies.

Key elements of each plan include: protecting energy facilities, developing distributed generation, ensuring uninterrupted heat, water supply, and wastewater disposal, and decentralizing the heat supply system in major cities. The total funding requirement for these measures is estimated at UAH 278 billion (EUR 5.4 billion). To cover this, the Government is working to secure financial resources from international partners. Co-financing by communities for public utilities is also envisaged.
