Government regulates specifics of implementing regional resilience plans and simplifies construction procedures in preparation for winter

The Government has regulated the specifics of implementing regional resilience plans and simplified procedures for construction, urban planning, and land allocation in preparation for winter. This was announced by Prime Minister of Ukraine Yulia Svyrydenko following the Cabinet meeting.

The approved document aims to accelerate and make more effective the preparation for the next heating season, particularly in the areas of:

• protection of critical infrastructure facilities;
• development of distributed generation of electricity and heat;
• ensuring uninterrupted gas, heat, water supply, and wastewater disposal.

“We have also provided for the possibility of implementing certain projects outside the resilience plans using simplified procedures, including the creation or modernisation of water intake and water treatment facilities, installation of block-modular boiler houses, and restoration of critical infrastructure facilities after damage,” the Prime Minister said. “In particular, the document defines the specifics of interaction between clients and beneficiaries of measures within the implementation of resilience plans.”

The Government has established the specifics of using land plots and carrying out urban planning activities for the placement of facilities. It has defined procedures for the design, repair, reconstruction, and construction of critical infrastructure facilities and life-support systems.

It has also approved the specifics of designing and installing block-modular boiler houses, as well as designing and constructing gas transmission system facilities and electricity distribution networks. The procedure for applying standard design solutions and reusable projects has been determined.

Following the Cabinet of Ministers meeting, the Ministry for Communities and Territories Development has been instructed, together with the Ministry of Energy and the State Agency for Restoration and Infrastructure Development, to develop standard design solutions for implementing resilience plan measures within one month.

The Government recommends that the National Commission for State Regulation of Energy and Public Utilities ensure priority connection of distributed generation facilities and simplify the procedures for approving technical solutions and connecting distributed generation facilities.

“Sources of funding for the implementation of regional resilience plans have been identified. These include funds from operators of critical infrastructure facilities, the state budget reserve fund, international inflows, and local budget funds. The level of co-financing by communities for communal facilities is set at no less than 20%,” Yulia Svyrydenko noted. “We are also simplifying the procedure in the event of emergencies and extraordinary situations – decisions on restoration can be taken within up to 2 days, to quickly restore heat and energy supply after attacks.”

The Prime Minister stressed that the regional resilience plans of Ukraine are a comprehensive set of measures to prepare the energy system and utilities for the next heating season. They have been developed by the Government jointly with regional military administrations and local self-government bodies.
