Government standardises operations of sports schools in line with modern legislation
The Cabinet of Ministers of Ukraine has adopted a resolution titled “On Amendments to the Provisions Approved by the Resolutions of the Cabinet of Ministers of Ukraine dated 5 November 1999 No. 2061 and dated 5 November 2008 No. 993,” which aligns the operations of physical culture and sports institutions with current legislative requirements.
The primary focus is on simplifying the process for youth sports schools to obtain a category rating.
What’s Changing:
- Simplified Application Process: The director of a sports school can now submit an application for a category rating independently, without needing to involve the school’s founder to obtain relevant documents.
- Application and Compliance: The basis for assigning a category is the director’s application and compliance with the requirements outlined in the annex to the Regulation on Youth Sports Schools.
- Authority to Assign Second Category: The structural units for youth and sports of regional and Kyiv city state (military) administrations are now authorised to assign the second category, in addition to the first, based on requests from entities in the physical culture and sports sector under whose jurisdiction the sports school operates.
Conditions for Sports Schools in Temporarily Occupied and Frontline Territories
Sports schools located in areas of active hostilities or temporarily occupied territories (as per the list of the Ministry of Reintegration of Temporary Occupied territories) may submit their performance indicators for category assignment one year after the termination or cancellation of martial law. The indicators must meet the minimum requirements:
- 9 indicators for the highest category;
- 8 for the first category;
- 7 for the second category.
Why Categories Matter
Assigning categories to youth sports schools allows for the application of an additional coefficient to increase the salaries of certain staff members. This helps ensure stable working conditions and retains specialists in the sports sector.
Safe Environment for Children – A Priority
The updated regulations also include requirements for creating a safe, violence-free environment in youth sports schools and specialised sports education institutions with specific learning conditions.
The adoption of this resolution is a key step in regulating the activities of these institutions and aligning them with modern standards in the field of physical culture and sports.
