Government adopts decision to allocate UAH 1.56 billion in additional subsidies to local budgets for QIV 2025
The Cabinet of Ministers of Ukraine has approved the allocation of additional subsidies to local budgets in de-occupied, frontline, and other territories affected by russia's full-scale aggression. The total amount of support is UAH 1,556,400,000. The decision is based on the actual revenues of communities for January-November 2025 and the provisions of the Procedure and Conditions for Granting Subsidies.
The Government's decision provides for the distribution of UAH 1 billion 556.4 million as follows:
- UAH 263.1 million — for the regional budgets of Donetsk and Luhansk regions and 80 communities as compensation for losses of personal income tax;
- UAH 1 billion 98.7 million — for 220 communities that have seen a decrease in revenues from property tax, land tax, and single tax.
- UAH 85.5 million — compensation for income tax losses for the regional budgets of Donetsk, Kirovohrad, Odesa, and Sumy regions;
- UAH 109.1 million — to prevent the emergence of wage arrears to employees of budgetary institutions.
The Government's decision also removes restrictions on the use of additional subsidies for frontline communities, allowing funds to be directed to priority expenditures in accordance with current needs.
The adopted distribution makes it possible to even out financial imbalances in local budgets, ensure stable salary payments in the budgetary sphere, and compensate for the loss of community income caused by russian aggression. This decision supports the work of schools, hospitals, social institutions, and local government bodies in regions most in need of state assistance.
