  • Government adopts resolution introducing capitation funding of continuous professional development for healthcare workers

    The Cabinet of Ministers of Ukraine has adopted a Resolution “On approval of the Procedure for the use of funds allocated in the state budget for the continuous professional development of healthcare workers for 2023”.

    The Resolution is aimed at ensuring the continuous professional development of doctors of municipal healthcare facilities, allowing to maintain or improve their professional qualifications in accordance with the current needs of the healthcare sector.

    The adopted resolution will make it possible to channel budget funds for reimbursement of expenses for the continuous professional development (CPD) of doctors of healthcare facilities according to a specific algorithm.

    Out of more than UAH 104 million provided for in the state budget for 2023, over UAH 101 million is allocated for reimbursement of doctors’ expenses for attending CPD events.

    This amount of funding will allow to cover expenses for almost 51,000 doctors, which is 38% of the total number of doctors in municipal healthcare facilities.

    Thus, the state funding of the continuous professional development of doctors is carried out according to a combined model:

    • financing of training at thematic improvement cycles in higher education institutions;
    • capitation funding for participation in other CPD activities (seminars, trainings, workshops, professional schools, etc.) conducted by different providers registered with the MoH Testing Center.

    It should be noted that the Ministry of Health is currently working on the issue of introducing capitation funding for the continuous professional development of nurses.
