Government has approved the State Program for the Development of Volunteer Activities in Ukraine for the period up to 2030

The Cabinet of Ministers of Ukraine has approved the State Program for the Development of Volunteer Activities in Ukraine for the period up to 2030. The draft act was drafted by the Ministry of Social Policy, Family and Unity in accordance with the Action Plan for the implementation in 2025–2026 of the National Strategy for the Promotion of Civil Society Development in Ukraine for 2021–2026 and the Concept of the State Targeted Social Program for the Development of Volunteer Activities for the period up to 2030.

In 2022, 74% of Ukrainians participated in volunteer activities; in 2023, 37% of Ukrainians did so; and in 2024, this figure dropped to 27%.

The State Targeted Social Program for the Development of Volunteer Activities in Ukraine for the Period until 2030 defines the main tasks and steps for the development and support of volunteering, and also introduces a mechanism for recognizing organizations that involve volunteers in their work.

“Volunteers don’t need to be told why they should help. They come together when every minute counts and take on tasks where the state system cannot respond in time. The goal of the program is to support this force where it is truly needed,” emphasized Minister of Social Policy, Family, and Unity Denys Uliutin.

One of the program’s key objectives is to bring together separate initiatives into a single, strong ecosystem with ongoing dialogue between the state and volunteers.

Many decisions require collaborative efforts at both the legislative level and the local coordination level.

A particular focus is on protecting the families of volunteers who have lost their lives.

Implementation of the program will not require additional expenditures from the state or local budgets and will be funded within existing budget allocations, as well as through other sources of funding not prohibited by law.
