Government has improved the program to support energy independence in households

The Cabinet of Ministers of Ukraine has updated the terms for providing state support to citizens who install autonomous and backup power supply systems in their households. This decision is part of a systematic policy to strengthen the country’s energy resilience amid martial law and regular attacks on energy infrastructure.

The document improves the mechanism for state-supported loans for the purchase and installation of relevant equipment. Specifically:

• it clarifies the list of technical solutions. Thus, it is specified that the program does not apply to the purchase and installation of equipment for electricity generation under the green tariff;
• distinguishes between energy equipment packages to avoid duplication: generators separately, hybrid power supply systems separately, as well as combined solutions (a hybrid system together with a generator);
• sets clear deadlines for providing loan compensation—within three calendar days after the confirmed purchase and/or installation of the equipment.

The updated approaches will make the support mechanism more understandable, faster, and more effective for users, as well as ensure the targeted use of state resources.

It is expected that thanks to the implementation the following benefits should be obtained:

• households — receive faster access to compensation, clear rules for participation, and the ability to effectively set up backup power sources;
• Government — have a coordinated and transparent mechanism for implementing energy resilience programs and reducing socio-economic losses from power outages;
• communities — increase overall resilience and preparedness for challenges in the power system.
