Ministry of Economy, Environment and Agriculture in synergy with international partners, enhances coordination of public investment project preparation


On March 26, a series of working meetings was held to discuss the operation of the Project Preparation Facility (PPF) and the selection of public investment projects.

The PPF is one of the key instruments of public investment management (PIM) reform, enabling project proponents to prepare high-quality projects in accordance with international standards and attract financing for their implementation. It is implemented with the support of international financial organizations. Thanks to the PPF, project initiators have the opportunity to prepare projects in accordance with international standards and requirements.

During the meeting of the Interagency Working Group (IWG) on Public Investment Project Preparation (PPU), chaired by Deputy Minister of Economy, Environment, and Agriculture Anna Artemenko and attended by project initiators, participants achieved the following:

  • discussed practical aspects of the PPF’s work;
  • reviewed the results of the pilot project selection and their allocation among PPFs;
  • familiarized themselves with the practical experience of project initiators’ cooperation with PPFs.

The second meeting brought together representatives of the IWG and international financial organizations.

Participants focused on:

  • additional selection of projects following the update of the Unified Project Portfolio of State Public Investments;
  • distribution of projects among the PPFs;
  • results of the fast-track selection process and the avoidance of duplication among the PPFs regarding the projects they have selected for preparation.

We remind you that the recent update of the UPP was the result of the first quarterly review. New projects and programs in the fields of energy, transport, healthcare, education, the environment, and municipal infrastructure were included in the portfolio.

Special attention was paid during the meetings to the role of ministries in forming a high-quality project portfolio. Proper internal prioritization of initiatives is key to the effective use of preparation tools.

“Effective project preparation is a shared responsibility of all participants in the process. It requires clear coordination, coordinated approaches, and constant communication,” noted Anna Artemenko.

It is expected that such meetings will further strengthen cooperation among ministries, project initiators, and international partners and help form a high-quality, unified project portfolio of public investments for the recovery and development of Ukraine.
