Government approves industrial development strategy based on critical minerals through 2056

The Cabinet of Ministers of Ukraine has approved the Strategy for the Development of Industries Based on Strategic and Critical Minerals and Components through 2056, as well as an operational action plan for its implementation in 2026–2028.

The Strategy sets out a long-term approach to the development of industries based on critical minerals and aims to create conditions for the growth of high value-added manufacturing.

“The Strategy through 2056 provides the sector with a clear development trajectory. It is a comprehensive vision that helps focus our initiatives and actions. Above all, this document enables us to better prioritise key areas requiring capital, technology and long-term offtake agreements. We are working to ensure that Ukraine develops not only extraction, but also processing, infrastructure, workforce capacity and high value-added manufacturing. The Strategy also places additional emphasis on tailings facilities and waste from the mining and metallurgical industries. This approach creates more opportunities for launching large-scale strategic projects and integrating Ukraine into global supply chains,” said Yehor Perelyhin, Deputy Minister of Economy, Environment and Agriculture.

The document also seeks to address systemic challenges facing the sector, including outdated geological data, complex permitting procedures, workforce shortages and infrastructure constraints. Particular attention is paid to global challenges arising from the concentration of critical raw material supply chains and the risk of disruptions in international markets.

Key priorities of the Strategy include:

• accelerating investment projects in the extraction and processing of critical minerals;
• integrating Ukraine into global critical raw material supply chains;
• enhancing industrial competitiveness through cost optimisation, infrastructure development, innovation and workforce development;
• advancing the circular economy through the recovery and recycling of critical materials from waste streams.

The document was developed by the Ministry of Economy, Environment and Agriculture in cooperation with DiXi Group experts, in line with the Government’s Priority Action Plan and Ukraine’s commitments under the EU Association Agreement.

Implementation of the Strategy will contribute to the development of modern industry, strengthen Ukraine’s economic resilience and enhance its role in global strategic raw material supply chains.
