Further implementation of the Ukraine Investment Framework and support for Ukraine’s recovery: outcomes of the Steering Board meeting


The seventh meeting of the Steering Board of the Ukraine Investment Framework (UIF) took place in Brussels. The event preceded the Ukraine Recovery Conference (URC 2026), which will be held in Gdańsk, and focused on assessing progress achieved to date and discussing key priorities for supporting Ukraine’s recovery and reconstruction.

Discussions centred on the current implementation of the UIF, including financing allocated to the European Investment Bank under the framework and project preparation programmes. Members of the Steering Board also reviewed how the UIF is helping to expand lending to small and medium-sized enterprises through Ukraine’s banking sector and exchanged views on cooperation between the European Commission and export credit agencies, particularly regarding opportunities related to investments in dual-use industries.

The meeting was attended by Yehor Perelyhin, Deputy Minister of Economy, Environment and Agriculture of Ukraine. In his remarks, he stressed that the UIF remains one of the key and most effective instruments for attracting investment into Ukraine’s economy, particularly into the private sector.

At the same time, he highlighted the importance of developing high-quality programmes that are ready for rapid implementation, as well as the need to accelerate the execution of projects that have already been approved. One of the key elements still missing from the UIF architecture is scalable war risk insurance mechanisms. Ukraine sees strong demand for such instruments, particularly for insuring property, energy assets, logistics and cargo transit, and calls on international partners and financial institutions to prioritise the development of relevant programmes.

During a dedicated session, the Deputy Minister presented Ukraine’s Critical Raw Materials (CRM) Roadmap and a number of strategic flagship projects in key sectors, including energy, transport and logistics.

The Steering Board also approved an application for the European Flagship Fund programme, based on an initiative announced by Ursula von der Leyen at last year’s Ukraine Recovery Conference. During the meeting, participants reaffirmed the commitment of the European Union, its Member States and financial partners to mobilise investment in support of Ukraine’s recovery, resilience and long-term development.
