Government approves concept for a Unified Public Investment Management Ecosystem
The Cabinet of Ministers of Ukraine has approved the Concept for the development of a Unified Digital Ecosystem for Public Investment Management and adopted an implementation plan for 2026–2028.
The decision is the result of a joint initiative by the Ministry of Finance and the Ministry for Communities and Territories Development. It marks a key stage in the broader public investment management reform and paves the way for creating a single digital environment for recovery and development projects at both national and local levels.
The main objective of the Concept is to integrate currently fragmented government information systems into a unified network that will support the entire investment cycle – from project planning and selection by local communities to financing, technical oversight and evaluation of results.
A core principle of the future IT architecture is the integration of existing digital tools. These include the DREAM system, overseen by the Ministry for Communities and Territories Development, as well as the AIS GRK-WEB system, LOGICA, the State Treasury Service’s digital resources, and the electronic procurement system.
Through the joint efforts of the Ministry of Finance and the Ministry for Communities and Territories Development, the formation and management of the Single Project Pipeline at national, regional and local levels will be based on verified data and analytical insights. The reform is also expected to improve transparency of public investment projects and their funding sources.
Ensuring interoperability between systems will enable automatic data exchange among ministries and relevant institutions. In addition, project selection will be based exclusively on robust analysis and strict prioritisation criteria.
The implementation plan for 2026–2028 consists of 12 consecutive steps. These include deploying the State Budget Public Investment Management digital module within AIS GRK-WEB, establishing technical data exchange between DREAM and financial systems, and introducing unified project identification standards.
The approval of the Concept is in line with the Government’s 2026 Priority Action Plan and the requirements of the Budget Code of Ukraine. The launch of the unified ecosystem is also one of the key conditions for Ukraine to receive the second tranche of macro-financial assistance from the European Union.
The Ministry of Finance, in close cooperation with the Ministry for Communities and Territories Development, will coordinate and monitor implementation of the plan.
