Government approves the Budget Declaration for 2027–2029

The Government has endorsed the Budget Declaration for 2027–2029, which, among other things, provides for a well-balanced increase in social standards. This was announced by Ukrainian Prime Minister Yulia Svyrydenko.

The Head of Government emphasized that the minimum wage in 2027 would rise at a rate that outpaces inflation.

The subsistence minimum will increase by the inflation rate plus 2 percentage points throughout all three years (2027–2029).

“Support for veterans and those affected by armed aggression will continue, and conditions will be created for the return of forced migrants and the restoration of human capital,” noted Yulia Svyrydenko.

The Budget Declaration has been agreed with international partners and is consistent with Ukraine’s obligations under external financial support programs.

It is based on a baseline scenario that anticipates an improvement in the security situation starting in 2027. At the same time, a resilience scenario has been included in case of a prolonged active phase of hostilities.

Real GDP growth is expected to accelerate to 4.5% in 2027, 5.3% in 2028, and 6.7% in 2029.

According to the forecast, the average wage will rise from UAH 35,010 to UAH 44,083, while inflation will slow from 8.9% to 5.1%.

“This is the Government’s balanced and consistent fiscal policy, which lays the foundation for macroeconomic stability and sustainable economic recovery,” the Prime Minister emphasized.
