Government extends the SvitloDIM program to Kharkiv region as part of the Regional Resilience Plans—apartment buildings will receive compensation for equipment to cope with blackouts

Apartment buildings in the Kharkiv region will be eligible for compensation for equipment to keep utility systems running during blackouts—we are expanding the SvitloDIM program to the Kharkiv region as part of the Regional Resilience Plans. This was announced by Ukrainian Prime Minister Yulia Svyrydenko. 

“SvitloDIM is part of the Government’s systematic approach to strengthening the energy independence of apartment buildings and preparing the country for the upcoming heating season within the framework of the Regional Resilience Plans,” emphasized Yulia Svyrydenko. 

According to her, condominium associations, housing and service cooperatives, as well as apartment building managers can apply on the SvitloDIM website online via Diia and receive assistance for autonomous power supply to buildings during prolonged outages.

The Prime Minister announced that, as part of the SvitloDIM program, the Government provides between UAH 100,000 and 300,000 to purchase energy equipment for the operation of key life-support systems in apartment buildings. Generators, batteries, inverters, solar panels, and other equipment ensure the operation of pumps, elevators, lighting in common areas, and other critical systems. The amount of assistance depends on the number of floors in the building and the number of entrances.

To apply, one must open a special designated-use account at Oschadbank or another bank participating in the program. Applications are reviewed and approved by a commission under the Ministry for Communities and Territories Development.

The Prime Minister noted that the program has been operational in Kyiv and the Kyiv region since January 30. During this time, over 1,200 apartment buildings have received funding totaling nearly UAH 306 million.
