Government expands powers of the Ministry of Digital Transformation: new resolution on robotics, AI and semiconductor technologies

The Government has adopted a resolution outlining the key directions for development in the fields of robotics, unmanned systems, artificial intelligence, and semiconductor technologies in Ukraine.

The document expands the functions of the Ministry of Digital Transformation – henceforth, the Ministry will be responsible for shaping policies in the areas of robotics, artificial intelligence, and semiconductor technologies.

The Government resolution will enable the country to achieve technological independence and promote the growth of the domestic industry. It will also create opportunities to support Ukrainian technology developers and implement innovative robotic and unmanned solutions.

The resolution is also part of the implementation of the Ukrainian Global Innovation Strategy until 2030 (WINWIN), particularly in terms of advancing the semiconductor industry and domestic infrastructure for artificial intelligence.

What will change:

  • Regulatory framework: Requirements for technology providers will be established to ensure data protection and the effectiveness of solutions in robotics and unmanned systems.
  • Support for scientific research: Promotion of research, educational, and training programmes in robotics, unmanned systems, and AI.
  • Business support: Financial assistance for companies operating in the fields of robotics, drones, AI, and semiconductors.
  • Focus on microelectronics: Development of domestic semiconductor production. Plans include the creation of an innovation cluster in microelectronics.
  • Development and implementation of AI in Ukraine, particularly in public administration and security.
  • Creation of a platform to rapidly bring Ukrainian technological solutions to market.
  • Introduction of a testing and certification system for innovative technologies, enabling swift adaptation of cutting-edge solutions. Infrastructure for testing and demonstrating technologies will also be established.

Thus, with the adoption of this resolution, Ukraine will gain more opportunities to develop robotic and unmanned solutions that can be applied not only in industry but also in everyday life – from medical robots to autonomous vehicles. Furthermore, the resolution will improve the investment climate, facilitating collaboration between international companies and startups with Ukrainian enterprises, while bringing Ukraine closer to European Union standards in innovation and digital technologies.
