eOselia: Since the programme’s launch, 16,300 Ukrainians have received housing loans totalling UAH 26.8 billion

In 2025, nearly 1,500 Ukrainians purchased their own homes, securing loans worth UAH 2.7 billion. In total, 16,300 Ukrainian families have improved their living conditions through the eOselia affordable mortgage programme since it began. This was announced by Andrii Teliupa, Deputy Minister of Economy.

“Over the past week, Ukrainians received 129 housing loans amounting to UAH 215.7 million. Thanks to the eOselia programme, Ukrainians without housing, internally displaced persons (IDPs), military personnel, and other citizens can enhance their living conditions by purchasing own homes. The Government continues to focus the eOselia programme on the primary housing market, which also stimulates the construction industry,” noted Andrii Teliupa.

Currently, military personnel and law enforcement officers, medics, teachers, scientists, and their family members can access loans at a preferential rate of 3%. For combatants, veterans, IDPs, and other citizens without housing, the mortgage rate is 7%.

Specifically, over the past week, loans at 3% were received by: 59 military personnel and law enforcement officers, 6 medics, 2 teachers, and 1 scientist.

Loans at 7% were received by: 44 Ukrainians without their own housing, 15 IDPs, and 2 veterans.

By type of property, 84 loans were granted for homes on the primary market, of which 60 were for properties under construction. Additionally, 45 loans were issued for homes on the secondary market.

Background

The eOselia programme is a key component of the Made in Ukraine policy, aimed at boosting demand for Ukrainian products while creating favourable conditions for production development. The programme was launched in October 2022. It is implemented by the Ministry of Economy in collaboration with the Ministry of Digital Transformation and PJSC Ukrfinzhytlo.
